Fixed respawn timer related errors when disconnecting while respawning

Added option to enable/disable players to join mid-game
Added option to enable/disable players rejoining after disconnecting from server
Added rejoin time limit. For instance, if players disconnect mid game they will have X amount of seconds to rejoin before they can no longer automatically be teleported back to the arena
Stats using the /ctf stats command weren't loading stats.
